A year has passed since the events of Arkham Asylum. Quincy Sharp, former director of the Asylum is now the mayor of Gotham City. The situation has worsened, or Blackgate or asylum are able to play their role and accept inmates. That is why Quincy Sharp buys part of the slums of Gotham in order to make an open-air prison. Inside, the prisoners are free to do whatever he wants as long as they do not try to escape the enclosure. In view of maintaining order and to prevent anyone from escaping, Sharp says the maintenance of order to a private group called Tyger. It also requests assistance psychiatrist Hugo Strange.

Obviously with all good people trapped, cramped space quickly becomes, each trying to scrounge the streets to his neighbor to enlarge its territory and become the master of Arkham City. Batman will therefore hard to put all these people in place
